## Bottom line

Woodleigh does not need to wait for the IRS to make progress. The best current plan is:

1. protect free local TNR capacity through BARC and CAP;
2. send short eligibility questions for four live national deadlines instead of assuming pending status is accepted;
3. activate pending-friendly fundraising and in-kind channels;
4. assemble one grant kit and keep TNR data separate from sanctuary-resident data; and
5. have the highest-value post-letter applications ready to submit as soon as verification catches up.

The most consequential unknowns are the exact Texas formation date, exact city-limit location, IRS form/submission date, and requested public-charity classification.

A fiscal sponsor is an existing 501(c)(3) that signs for and legally controls restricted money for Woodleigh's approved project. It handles acknowledgments/compliance, pays approved expenses, and usually charges a fee. It is not merely lending Woodleigh its EIN.

The two clearest grant reasons to consider one are:

- [Hershey Latitude Fund](https://jthershey.org/latitude-fund/): $2,500–$7,500 rolling Texas capacity funding; explicit sponsor route; use for one-time accounting, governance, planning, or disaster-readiness capacity, not animal-care operations.

[Players Philanthropy Fund](https://ppf.org/fiscal-sponsorship/) is one possible sponsor to interview and lists a standard 6% deposit fee, but it must confirm it accepts Woodleigh's live-animal profile. At Woodleigh's current scale, sponsorship makes sense only for a concrete opportunity whose net value exceeds the fee and oversight.

- The regular Hershey program typically excludes TNR and species-specific rescue; use its Latitude Fund instead.
- Brown Foundation's current priorities and grantee scale are poor matches.
- Social Good Fund excludes projects housing/handling live animals.
- Hill's shelter feeding centers on a public physical adoption facility.

## Website note

The live donate page currently says Woodleigh is not a 501(c)(3) and gifts are not tax-deductible. With an application pending, ask a qualified nonprofit attorney or tax professional to review that wording. The IRS says donors have no advance assurance while an application is pending; if recognition is ultimately granted for the donation period, qualifying gifts may be deductible, while denial means they are not.
